In Haerbin, at 3pm of Feb. 17, a taxi driver reported to the police that, he saw three men armed with sticks and harp knives kidnapped people right outside a bank. The police rushed to the scene to make the investigation.
Finally, police checked out a ganster ring.
The ganster are involved in kidnapping, detaining and forcing victims to do labor jobs without pay.
Up to now, 8 suspects are caught, 18 victims are rescued.
